History of SPBLA
In 1924…
when the Department of Health and Hospitals developed codes to protect the people of Louisiana, the Louisiana Plumbing Law was enacted and the State Plumbing Board was created. The State Plumbing Board continues to fulfill our fiscal responsibilities as well as protect the health and welfare of the people of Louisiana initially doing so by moving forward to the enactment of the Louisiana Master Plumber Licensing Law in 1990. You must pass an examination in order to be licensed to perform or install plumbing work.
In addition to the Master and Journeyman Plumber licenses, the State Plumbing Board issues Water Supply Protection Specialist (WSPS) endorsements, Medical Gas Installer licenses, and Medical Gas Verifier licenses. As of January 1, 2017 the board now issues Natural Gas Fitter, Master Natural Gas Fitter licenses along with apprentice registrations.

Vice-Chairman of the Board, Mr. Causey is from Baton Rouge and is the Engineer Appointee from the Louisiana Department of Health.
Rickey Fabra
Secretary/Treasurer of the Board, Mr. Fabra is from Metairie and represents the Louisiana Pipe Trades Association.
Carl Bourgeois
Mr. Bourgeois is from Gonzales and represents the Louisiana Association of Plumbing, Heating and Cooling Contractors.
Terry Smith
Mr. Smith is from Baton Rouge and represents the Louisiana Association of Plumbing, Heating and Cooling Contractors.
John Marcade
Mr. Marcade is from New Orleans and is the Tradesman Appointee.
Vincent Giglio, III
Mr. Giglio is from Shreveport and represents the Louisiana Association of Plumbing, Heating and Cooling Contractors.

Mr. Solly is from Shreveport and is the Plumbing Inspector Appointee.

Executive Director
Ashley Jones Tullier
Mrs. Tullier is the Executive Director of the State Plumbing Board, a licensing agency that aids in the protection of health and welfare for Louisiana citizens. With a background in business management and her prior role as the boards program specialists; her passion for the trades made the move to the State Plumbing Board a natural fit. Mrs. Tullier has served on many impact committees and believes that proper plumbing is a cornerstone of sustaining public health.
